Design work covers the whole path from the exchange to the premises, and the decisions made here are what determine the cost of everything that follows.
FTTH design

ONU and terminal design
Optical network unit selection and placement, and the terminal equipment design that determines what the subscriber actually experiences.
Cable route design
Route planning, duct and pole allocation, splice-point placement, and the documentation the build crew will actually work from.

Standard operating procedures, scope of works, delivery method and the KPIs the delivery teams are measured against. This is where the savings are found.

Skilled technicians, including from overseas
New Zealand has a genuine shortage of experienced fibre technicians. ICS is an accredited employer under the Accredited Employer Work Visa scheme, and recruits skilled fibre technicians, software engineers and electricians from overseas to fill it.
ICS handles the visa process and covers the associated fees. For a contractor trying to staff a build, that removes the part of overseas recruitment that usually stops it happening.
